			<content:encoded><![CDATA[<p>[IceNews]&#8211;  The Finnish Ministry for Social Affairs and Health is set to propose legislation  that will see the country pursue a course to a tobacco-free society. If passed,  the new laws would make Finland the world’s first country dedicated to  eradicating tobacco use.</p>
<p>The Finnish parliament was presented with a draft proposal by the Ministry  last Thursday and is expected to discuss the new legislation in the coming days,  SIKUnews reports.</p>

<p>According to Newsroom Finland, Katainen’s statement came just one day after  the economic affairs minister Mauri Pekkarinen had advised the Finnish  Broadcasting Company YLE that Finland could not export any of its  nuclear-generated electricity. “Alongside the export debate one should bring up  a debate over whether imports of nuclear-generated electricity should be  banned,” Mr Katainen said during the management meeting. “Nobody has proposed  that, yet there are plenty of those ready to ban exports,” he stated at the  time.</p>

			<content:encoded><![CDATA[<p>Russia&#8217;s top investigator has said a cargo ship which went missing for more than two weeks may have been carrying a more sensitive cargo than first stated.</p>
<p>Alexander Bastrykin&#8217;s comments to Interfax news agency are the first official suggestions that the Arctic Sea was carrying more than timber.</p>
<p>The vessel was eventually found on 16 August off West Africa, having apparently being hijacked.</p>
<p>There has been much speculation it may have been carrying weapons for export.</p>
