			<content:encoded><![CDATA[<p>[Taipei Times]&#8211;  Taiwan has carried out a major missile exercise less than a fortnight after  China showed off advanced ballistic weaponry in a massive National Day parade in  Beijing, local Chinese-language newspapers reported yesterday. The Presidential  Office, however, declined to confirm or deny the reports.</p>
<p>Missiles  capable of striking major Chinese cities were launched on Tuesday from the  tightly guarded Jioupeng (九鵬) base in Pingtung County, both the pro-opposition  Liberty Times (the Taipei Times’ sister paper) and the pro-government United  Daily News reported.</p>

The hearing was continuing at  press time.</p>
<p>After the High Court’s decision on Sept. 24 to keep the former president  behind bars for another three months, until Dec. 23, Chen and his attorneys  filed an appeal to the Supreme Court.</p>

			<content:encoded><![CDATA[<p>[Taipei Times]&#8211;  The Presidential Office said yesterday it was inappropriate for presidential  advisers to attend Beijing’s celebrations marking 60 years of Chinese Communist  Party (CCP) rule in China, but stopped short of denouncing or threatening to  punish them.</p>
<p>Presidential Office Spokesman Wang Yu-chi (王郁琦) said that he had been  informed that the three presidential advisers in question were indeed in  Beijing, but they “should not be there to attend the celebration events.”</p>
<p>“The timing of their visits may be debatable, but it is indeed  inappropriate if they did attend the celebration activities,” Wang said.</p>

			<content:encoded><![CDATA[<p>[Taipei Times]&#8211;  Minister of Justice Wang Ching-feng (王清峰) said yesterday that prosecutors  would look into allegations by former president Chen Shui-bian’s (陳水扁) attorney  that Chen was an “agent” of the US government.</p>
<p>Wang made the remarks at a meeting of the legislature’s Judiciary and Organic  Laws and Statutes Committee.</p>
<p>She was referring to the former president’s  petition last week for the US to intervene as the “principal occupying power of  Taiwan” to seek his immediate release and restore his civil and human  rights.</p>

			<content:encoded><![CDATA[<p>The Taiwan High Court yesterday ruled to keep former president Chen Shui-bian  (陳水扁) behind bars for another three months, on the grounds that he might flee  the country if released.</p>
<p>At 8:45pm last night, an hour later than scheduled, Presiding Judge Teng  Chen-chiu (鄧振球) announced the appeals court’s decision to extend Chen’s  detention because he was suspected of committing serious crimes and, as a former  president, he has more channels to flee the country than an ordinary  citizen.</p>
<p>The judges also expressed concern about the large amount of  money and other assets the former first family possesses overseas.</p>
<p>Chen  had been listening to the judges’ decision while standing up. However, after  hearing the judges’ decision, he fell back limply into his chair, looking  dejected.</p>

			<content:encoded><![CDATA[<p>Prosecutors yesterday issued another wave of indictments against former  president Chen Shui-bian (陳水扁), charging him and four others with embezzlement  in a case involving classified diplomatic projects.</p>
<p>The Supreme Prosecutors&#8217; Office&#8217;s Special Investigation Panel (SIP), in  charge of probing the former president&#8217;s corruption and money laundering cases,  said it had completed its investigations.</p>
<p>Prosecutors allege that public  funds earmarked for diplomatic relations were embezzled by Chen, former National  Security Council secretary-general Chiou I-jen (邱義仁) and former deputy foreign  minister Michael Kau (高英茂), as well as two others whose bank accounts were used  in the process.</p>

			<content:encoded><![CDATA[<p>The government is pressing for unprecedented mass relocation of residents in high-risk areas to head off any future problems with flooding and mudslides after coming under fire for its slow response to Typhoon Morakot last month.</p>
<p>The central government, still reeling from the deadly typhoon that hurt the reputation of President Ma Ying-jeou (馬英九), aims to relocate 60 unsafe communities to avoid future storm damage, a disaster official said yesterday.</p>
<p>The 60 southern communities of several dozen to more than 1,000 households will be asked to move to new locations to avoid the sort of landslides that buried parts of villages following Morakot from Aug. 7 to Aug. 9, Public Construction Commission Deputy Minister Chern Jenn-chuan (陳振川) said.</p>
